Performing Arts Center Renovation Ad Hoc Committee Updates

On April 4, 2017, the GRF Board of Directors established the Performing Arts Center (PAC) Renovation Ad Hoc Committee (RAHC) in accordance with the Golden Rain Foundation By-laws Article 7, Section 7.1.1 for the purpose of providing feedback for the potential renovations and upgrades to the PAC (formerly known as Clubhouse 3).

A Charter defines the way the sub committee will work closely with staff and the Architectural Engineers throughout a multi-phased renovation project.

In January, 2017, GRF engaged SVA Architects of Irvine to assess the building’s structural integrity, design, functionality, code compliance, interior design and safety concerns.

On April 26, 2017, SVA presented the PAC Ad Hoc Committee with their preliminary assessment. They broke the building needs into four separate categories. Immediate  ADA, Fire, Life and Safety;  Immediate Building Deficiencies; Augmentation Program (additional "nice to haves") and The User Group Wish/Dream List.

The first two categories of immediate safety needs were assessed at $1,493,251. These issues are a safety concern and need to be addressed first. In past years, GRF has already budgeted up to $1,700,000 for PAC upgrades. These are fixes that are primarily behind the walls and won’t be readily noticeable. To initiate the process, Staff and SVA held three full days of User Group Workshops on July 6, 7 and 10. Twenty-six regular user groups participated. SVA and staff will now sort and integrate all that data into a feasible conceptual design plan to be presented to the Committee by the end of the year. In the meantime, staff will be working on the safety issues with the building to bring it up to code, since we have already budgeted for that.

Since this part of the project will take a year, the Augmentation ("nice to haves") part of the upgrade, will be looked at for the 2019 Budget Planning starting in May of 2018.

This also gives us more time to collect data from the user groups, perform destructive testing and formulate the best plan for the greatest amount of good to the greater majority of Village residents.
