Did you know that when a tree drops its leaves in the summer, it doesn’t mean the tree is in poor health? Trees are amazing, and they can adapt to many conditions. Evidence of adaptation is dropping leaves. It is a natural occurrence, even in the summer.

Water and nutrients are what make trees efficient and productive. So, how does leaf drop correlate with efficiency? Because trees ‘sweat’ through their leaves, during a process called transpiration and as the days get hotter and drier, the tree will sweat water faster. The tree does not want to sweat more water than it is taking in; therefore it prunes itself. Magnolias and pines are notorious for summer leaf drop. Other leaf droppers are magnolias, Canary pines, pepper trees, sycamores, silk oaks and camphor trees.

The landscape department is keeping a close eye on the trees, and working hard to ensure their health and well-being. Staff is also working hard to identify and eliminate the messy areas, making the landscape presentable, clean, and safe.

Over the course of my law enforcement career, I have had the opportunity to directly supervise or manage multiple investigative teams. One such assignment was the Economic Crimes Detail where I witnessed firsthand the shameless criminal enterprises that target elderly communities. I was well aware of the frauds, scams and other forms of theft aimed indiscriminately at various demographics across our county, however, what was most appalling was the directed attack against seniors.

A free telephone call to the Contractors State License Board (800-321-2752) or a few clicks on its website ( can verify that the license of the contractor you plan to hire is in good standing (with a current, active or unrestricted license) and that he or she is licensed to perform the specific type of contracted work.

Please pardon our dust as we begin part two of a pilot project to enhance gate security. As part of this project, a new gatehouse will be installed, along with access control infrastructure, traffic lane reconstruction and landscaping upgrades. Gate 5 will be closed to all vehicle traffic beginning August 15 through October 2016.

Golf carts will be able to access Gate 1 through the El Toro tunnel by the Lutheran Church. There will be a pedestrian gate left open at Gate 5 so residents can access Clubhouse 1 and other retail businesses on foot, seven days a week between 6 a.m. and 9 p.m.

Gate 6 will be accessible 24 hours a day throughout the renovation of Gate 5.

During the renovation, we recommend that residents take necessary precautions when driving near the construction areas, and plan accordingly when making trips in and out of the community.

On July 18, the General Services Department staff presented a report for Village Bus System upgrades to the GRF Mobility and Vehicle Committee, proposing a five-point transportation improvement work plan. The proposed work plan would increase efficiency while continuing to provide necessary transportation services. The GRF Mobility and Vehicles Committee endorsed the improvement plan for implementation. Staff will provide updates to the committee as the plan develops, so be sure to attend the Mobility and Vehicles Committee the third Monday of every other month at 1:30 p.m. in the Board Room. The next meeting will be September 19, 2016.

The golf course pond, a cornerstone of the original Laguna Woods Village master plan, has fallen on hard times. As a catch water basin for stormwater runoff, over the past decade-and-a-half, debris and organic material have built up in the pond. The natural ecosystem that once maintained the homeostasis of the pond has been compromised by the latest California drought. Because of the drought, adequate fresh water is not entering the pond. To add insult to injury, the largest pond aerator continues to fail because of the algae condition of the pond and its muck at the bottom.


The pond is a watershed, and therefore treatment is prohibited, which leaves few options to restore the health of the pond.


Staff believes they have found a solution that is within the $10,000 budget allocated by GRF. Steps to restore the pond will include:

  • Performing a major dredging of the pond to remove the muck.
  • Repair of the aerator, and the addition of underwater “bubblers" in four locations. These items will restore and add to the aeration of the pond.
  • Ongoing regular maintenance, including skimming, water quality testing and pond management.

GRF is confident that the pond will once again be a beautiful landscape feature for residents and a thriving refuge for wildlife.

On Wednesday, July 13, the Golden Rain Foundation held a special Closed Finance Committee Meeting to discuss the community’s insurance coverages and broker services. Broker services for all lines of insurance, except employee benefits, which are currently handled by HUB International, were sent out to bid and four AAA rated brokers responded. The four brokers that made presentations include Labarre/Oksnee, HUB International, Marsh (incumbent), and Beecher Carlson (incumbent).

This is a first in Laguna Woods Village’s history, and will result in significantly lower broker fees. Staff prepared a comparison of all four proposals—including coverage, support and cost—which were considered at the July 27 special Finance Committee meeting. GRF has chosen Beecher Carlson to provide broker services for the community’s insurance coverages.




At a Special Corporate Members Meeting on July 28, the Corporate Members appointed John Luebbe and Joan Milliman to serve on the GRF Board. Both terms will expire in November 2016.

The vacancies are a result of the resignations of Margaret Klein and Richard Johnston.




Applications are now being accepted for qualified candidates willing to serve on the Golden Rain Foundation Board of Directors. One seat is available as a result of the resignation of Mike Comer on July 29, 2016. The term will conclude at the 2018 Annual Election.

This is a great opportunity to make a positive impact on your community. Ice makers are a wonderful invention, and a great asset in the summer. But, those wonderful little machines can cause big problems when they leak.

Be on the lookout for problems with the water supply line serving the icemaker. A little tear or puncture in the line can cause a leak and the potential for major damage. If you suspect the line is damaged, or that the fittings are not sealing properly, the line should be replaced. 

While you are in the freezer, inspect the drain for ice blockage. If the drain is blocked, the water created in the defrost cycle will not be able to drain to the pan at the bottom of the unit.

To clear a drain blocked by ice, chip away larger pieces of ice and use a small amount of warm water to flush the area. 

If the freezer section has a very thick coating of ice, it should be defrosted completely.   

If your freezer is icing up, check to see if the seal around the door is functioning properly. Do this by placing a piece of paper halfway in the freezer and close the door. If the seal is working properly, the paper should be difficult to remove; if it comes out freely, the seal should be replaced. 

Run the same test on the refrigerator seal. If the seal in the refrigerator section is not closing properly, it will allow excessive moisture into the compartment and could cause the drain pan to overflow.

To keep the refrigerator section from icing up by the drain in the rear, items should not be pushed directly over and around the drain. This prevents airflow and makes freezing more likely. Make sure your refrigerator is level; if it isn’t, the drain pan at the bottom of the unit may spill water.

When in doubt, call a qualified refrigerator service technician. You never know when a small problem can turn into a big and costly leak.

Third Mutual has revised the requirements for prospective buyers/guarantors. Third now requires an annual income of $45,000 (up from $42,000). A buyer or guarantor’s net worth must equal at least the price of the manor plus $125,000. Retirements accounts may comprise 80 percent of the net worth or 300 months of income.

Third Mutual has revised the number of units a member can occupy or lease to a maximum of two.

These revisions help Third protect the financial well-being of the mutual, by reducing the likelihood of defaults and encouraging owner-occupancy.

The Third Mutual Directors have been busy as bees (come to our next Board Meeting and watch us make honey), working on meeting your needs and making life here even more pleasant. Here are some highlights: 

Money department- As of May 31, we are operating at a surplus of $418,000 (Drum roll). See Director Tao's Treasury Report.

Fighting Fungus (Dry Rot)-Besides repairing damaged structures, we are instituting steps to prevent future problems by modifying some manor designs and using synthetic materials such as vinyl instead of wood.

Illumination Department-We are making it easier to get around in the dark by testing a variety of lighted building signs and reflective signs on curbs, improving street and walkway lighting using LED bulbs (take a bow, Director Moldow) and improving our fencing so you don't fall off a slope.

Efficiencies and Clarification Department- The M&C Committee is splitting off a subcommittee (much like the amoeba you studied in high school) which will just handle manor alterations. This will make life easier for residents and Directors. A Residency Policy and Compliance Ad Hoc Committee has also been formed in conjunction with United mutual to clarify leasing requirements in the Village and to ferret out abusers.

As proposed by the landscape staff, the Landscape Committee has toured several sites for the turf reduction project in the Gate 11 and 14 areas. Specifically, the following sites were visited: entrances to CDS’s 404 and 405; area directly across the street from CDSs 404 and 405; CDS 406 behind the carports; areas on both sides of the entrance to CDS 407; and the area along the base of the slope from the entry to CDS 408 to building 4023. After reviewing each site, the Committee decided to begin turf reduction on the first three areas.

The Committee asked staff to draft a letter to the residents of the affected cul-de-sacs, explaining the proposed turf reduction and replacement plantings.

For the Gate 11 area, as a way to reduce water consumption, staff was asked to remove wherever possible the strips of grass running between buildings in the Gate 11 area, wherever possible. Mulch or gravel can be used to preserve the access ways from front to back.

Due to the hot weather, irrigation water consumption increased during the months of April and May, resulting in a higher-tier water bill. To conserve irrigation water, the Landscape Committee proposes to replace turf with groundcover greens. Fortunately, the consumption of water by the residential manors is still within the lower-tiered usage, a result of resident-led conservation as well as plumbing staff continuously fixing the under-slab and in-wall leaks.

The committee is anticipating final pricing for the addition of solar panels on select Garden Villa buildings in the coming weeks. Installation of the solar panels will begin in September.

Third Mutual has completed its first phase of replacing incandescent and fluorescent lighting in the community by retrofitting 53 Garden Villa rec rooms, garages, laundry rooms, mailrooms and lobbies. This effort first entailed installation of pilots employing LED lights in different models to determine the best color lights, best dispersion of light and light intensity. The pilots were used to define the best solution for the job before proceeding with the total installation of lights.

The next phase is to begin a pilot project for outdoor building lights for all 81 three story buildings (Garden Villas and LH-21s) and the 43 standalone laundry rooms.

Conversion to LED street lighting and walkway lighting is also on the horizon.

The motivation for this transition is both economy and safety. LED lights use far less energy than the alternatives in use today and last many more years without requiring replacement.

Third Mutual operations were better than budget by $418,000 through May 31, 2016. The considerable variances to the budget include:

Non-assessment revenue: $66,000 over budget due to less chargeable service income than anticipated.

Utilities: $186,000 under budget, due to lower consumption and lower rates than anticipated for electricity, water and trash than anticipated. 

Legal fees: $50,000 under budget, from lower legal expenses than anticipated.

Management Fee: $63,000 under budget due to the elimination of the management fee. This favorable variance offsets Third's portion of unbudgeted compensation and related costs for the CEO and community manager.

Landscape: $113,000 over budget due to compensation, but offset by $23,000 from non-assessment revenue and $49,000 from materials and repairs.

Maintenance Operations: $134,000: $72,000 favorable from compensation and $45,000 from non-assessment revenue.

Uncollectible Accounts: $55,000 favorable from fewer debt expenses than anticipated. 

Monthly Resales: Through June 2016, Third averaged 40 resales per month, compared 41 resales per month in 2015, 31 in 2014, and 40 in 2013 for the same six months.

Monthly Leasing: Through June 2016, Third averaged 1,659 leases per month, compared 1,706 leases per month in 2015 for the same six months. The leasing ratio is 27.2 percent of total units.

The Financial Qualification Policy has been updated by the Finance Committee and reviewed by legal counsel. The revised policy was approved at the July board meeting. The annual income requirement is now $45,000 plus annual mortgage payments. Retirement account assets (401(k)s and individual retirement accounts) can now be considered sources of revenue by multiplying these assets by 80 percent and dividing by 25 years. United Mutual appointed a new Director, Janey Dorrell, to the Board. She will be replacing Ken Hammer, who resigned for health issues. Janey is a former Director for Huntington Beach Youth Employment Services, as well as their Parks and Recreation Commissioner. She was an advisor to United Maintenance and Construction and GRF Community Activities Committees as well as Vice President and Event Chair for the Rock ‘n' Rollers Club. Welcome, Janey!

The Board failed to move forward on a modification to United's Land Use Policy, deadlocking in a 5-5 vote. The proposed land use resolution would have granted members, a one-time only, for the life of the property, exclusive use of common property up to 10 percent of the total square footage of their manor, or 100 square feet, whichever is larger. The United attorney has stated that it usually takes 67 percent of the vote of shareholders to approve the giveaway of common area. However, there are some exceptions. If the property is inaccessible and not of common use, if approved by the Board, members and their successors can gain exclusive use of the common property but, must take over management and maintenance of that property now and in the future. United will continue to get a sense of member's desires and will bring the issue forward at future Board meetings

United had its' first kick off meeting with JCI. JCI's planned solar project should save United Mutual millions of dollars of common area electricity over the next 20 years. This project will pay for itself in 10 years, generating savings of at least $300,000 per year.

The Board is moving forward with a 10-year plan to update electric panels as required by city code.

Water heaters in some of United's co-ops will be upgraded with alarm devices that turn off the heaters if there is any indication of a hot water leak.

United Mutual continues to expand the lining of pipes to include exterior and interior sewage pipes.

United Directors are attempting to provide long overdue, deferred maintenance to our manors and infrastructure while continuing to keep our assessments flat.

United Director, Juanita Skillman, "found" the Village eight years ago, after losing her husband of 49 years to cancer. She was working as the Records and Information Manager at the Orange County Sanitation District and did not fully retire for three more years. After three months of retirement, she was bored, so she decided to run for one of the open positions on GRF. Although unsuccessful, she was encouraged to run for the United Board that fall. She was successful, and is finishing her second year.

Juanita is the Board Secretary, chairs both the Governing Documents Review Committee and the Resident Advisory Committee. She also serves as Vice Chair of United's Landscape Committee and GRF's Media and Communication Committee. To stay informed, she attends as many United and GRF Committee Meetings as she can, and often sits when a United Board member cannot attend. She considers it an obligation, as a Board Member, to keep up with the business of the Village. She puts in a lot of hours doing her homework, researching items on the agenda. This includes visiting the various manors regarding requests for construction and landscaping variances.

On Saturdays, she is a volunteer at the Village Library and Books on Wheels. She has four daughters and five grandchildren. Needless to say, she likes to stay busy and involved and give back to her community as much as possible.

GRF will have a minimum of three GRF positions open to full-time member-residents of the Village. United shareholders are encouraged to run for these offices as United is currently underrepresented on this Board.

Skills appreciated for these positions are similar to those needed in United but expand to include experience with sporting events, their needed equipment and space requirements, timing and scheduling of events, planning, promoting and evaluating successful programs, intimate knowledge of clubs, their functions and space requirements, as well as, a connection to the art world, equipment requirements, budgeting, purchasing, and costs of all the above. Knowledge of governing docs is important, as is an understanding of State and local laws. Previous service as a Director on one of the Boards is desirable but not required.

United Mutual operations: were better than budget by $999,000 through May 31, 2016.

United Revenue over Expense: was better than budgeted by $1,676,000

Uncollectible Accounts: Under $90,000 in delinquent accounts, spread between 41 manors.

Monthly Resales: Through June 2016, United had 44 resales per month compared to 43 in 2015 for the same five months, with an average price increase of 0.3 percent. Sales volume increased 1.6 percent.

Leasing Activity: To date, United has an average of 483 leases active for 2016, with 67 new leases, 49 renewals, and 77 extensions for the month of June. 57 leases expired. The number of leased properties as compared to total properties in United, as of June 2016, was 8.1 percent.

The United Board has approved the replacement of the Pushmatic electrical panels, which are installed in half of the manors in United. The replacement program is necessary to comply with City of Laguna Woods Code Requirements. Manors with a General Electric panel do not need them replaced.

Residents will be notified by mail if their manor requires an electrical panel replacement. Replacement of the panel takes approximately one day and requires that the electricity is shut off between 8 a.m. and 5 p.m.

The United Pushmatic electrical panel replacement program will take approximately 10 years to complete.

I have heard many in the Village speak of being unheard. Today I would like to present two of many members that crossed that bridge and made a big difference in the Village.

First, allow me to present Kay Anderson. Kay has worked with the Paint Selection Committee, tirelessly checking out samples of paint with trim colors and weighing them against the size, structure, and historical significance of each building that was ready to paint. She devised a system where each trim color would blend seamlessly with each of the body colors so there could be no mistakes in how the paint was applied. Kay has also checked into the historical significance of our Mid-Century Modern architecture and found it to be identical to homes in Brentwood, and in Beverly Hills that have been identified as Historically Significant buildings. Homes identified in this way not only receive a significant property tax break of 50 percent, but also receive preferential treatment when applying for loan assistance. Our buildings may qualify for this identification, but only if the building's exterior has not been modified.

Kay's work has saved United Mutual time and money redoing paint combinations that just don't work and may save us on taxes in the future. Kudos to Kay for a job well done.

United member, Scott Marvel is just that, a marvel! When Beth Perak came up with an idea similar to "The Humans of New York" project, Scott helped develop what is now known as the "THRIVE" Project. With the support of the original Thrive ad hoc group and a handful of friends from the Video Club, Scott has been weaving his way through the community, compiling a living history of events and profiles of folks creating them. The Thrive Project debuted their first show on TV6 on August 4. Scott's contribution will survive our time in the Village as well as become part of the living legend that is the Village. Great Job Scott!

Associa Professional Community Management recently conducted a community coordinated battalion-wide high-rise fire drill at The Towers. The training exercise was organized by the Orange County Fire Authority (OCFA) to simulate scenarios possible in the event of a real fire.

General Manager Katy Howe and Maintenance Foreman Maury Rios prepared residents and staff by providing descriptive accounts of what to expect. The battalion was given access to all 12 flights of stairs in each of the two towers. Interested residents watched with considerable admiration as the first responders took the stairs, in full gear, on the hot afternoon of June 27. One of the challenges was a simulated smoke situation, replicated for training purposes in one of the vacant units. This joint effort allowed staff to share their expertise on the building and its systems with first responders.

Fire Authority Captain Daniel Yeh said, “This training opportunity allowed OCFA personnel to exercise a high-rise operational plan in a realistic environment, and this is something we need to do regularly to maintain proficiency.”

Mutual Fifty Director Henry Nahoum was born in Harlem, a section of Manhattan with five-story tenements, to parents who had emigrated from Salonica to find a better life and better education for their family. Henry, the second of five sons, fulfilled his parents’ dreams when he graduated from New Utrecht High School, Brooklyn College and then the prestigious Columbia University College of Dental Medicine.

Columbia became the foundation of Henry’s 47-year professional life. He started as a Research Associate and then became Professor of Orthodontics. He supervised the Post-Doctoral Orthodontics Clinic and was the Director of the Division of Orthodontics, and was the Director of Admissions and Financial Aid for the Dental School. Henry was an Attending Dentist at Presbyterian Hospital where he worked in the fields of craniofacial malformations and cleft palate correction.

Henry conducted a variety of research projects and developed the use of thermoplastics for dental purposes. Clear plastic retainers and appliances resulted from his pioneering work. In 2004, Align Technology, the parent company of Invisalign, established a scholarship at Columbia University in Henry’s honor.

When the country went to war in 1942, Henry joined the Dental Corps and served for more than three years, first with a Station Hospital, then with Combat Engineers and finally with an Infantry Regiment in the Battle of Bulge.

When Henry and his late wife moved to California, he joined the part-time faculty at Loma Linda’s School of Dentistry and retired after 25 years. He was also active in Temple Judea. Henry was a member of an American Legion post and belongs to the Jewish War Veterans. He has lived at The Towers for seven years and has served as a director for one year.

Towers residents and their guests look forward to a season of pleasant evenings on the newly refurbished Crystal Patio. Over the winter, new plantings were installed and a cascade of bougainvillea blossomed on schedule for the summer holiday celebrations. A flowing water feature creates a center of interest and adds to the good “vibes” of the area.

The Crystal Patio will host specially themed dinner parties, with live entertainment, to celebrate both the Fourth of July and Labor Day. On balmy evenings, patio parties with live music occur. On cooler nights, residents and their guests gather around the fire pit for after-dinner drinks and conversation. Most events start at 7 p.m., or earlier if the sunset is spectacular.
