We Have a Winner and a New Name

Town Hall with the CEO/General Manager

On March 10 residents had an opportunity to meet Brad Hudson, CEO/General Manager at a Town Hall meeting with standing room only. The Town Hall was moderated by Rosemarie di Lorenzo Dickins.  Brad focused on the need to improve customer service and efficiency by analyzing staff responsibilities and how resident service requests are handled. Transparency and accountability are goals of Brad’s and he pledged to give residents insight into how the new organization works. The Media and Communication Committee is working on rolling out more Town Hall meetings as needed to get information out to the residents. In case you miss a Board meeting, Channel 6 is replaying the various Board meetings at 12:01 a.m. six days after the live broadcast.  This change occurred as a response to residents' comments that recording board meetings conflicted with other prime time DVR settings.

The Performing Arts Center of Laguna Woods Village By Third Advisor Carol St. Hilaire

GRF has changed the name of Clubhouse 3 to The Performing Arts Center of Laguna Woods Village.  This was done in an effort to attract quality entertainment similar to Soka and Laguna Playhouse.  Long range plans include:

  • Engaging booking agents to find additional entertainment that will attract residents to the events.
  • Placing posters and flyers in the clubhouses well in advance of the event.
  • Reaching out to the Video Club to produce trailers that could be made available in clubhouses, on Channel 6, and viewed via link on the Village website.
  •  Providing on-line ticket purchasing.
  • Obtaining email addresses when residents purchase tickets, and to send out regular e-mail blasts that highlight upcoming events.

Zika Virus and the Mosquitoes That Spread It

Two non-native mosquito species have been found in Southern California, the Yellow Fever mosquito Aedes aegypti (Linnaeus) and the Asian Tiger mosquito, Aedes albopictus (Skuse).  Both are small but aggressive day-biting species.  Both mosquitoes can carry the Zika virus, as well as dengue fever and chikungunya virus. The Center for Disease Control (CDC) is currently working with the Brazilian government to determine if there is a link between the Zika virus and Guillain-Barré syndrome. 


The loud and clear message from the Orange County Mosquito and Vector Control District (OCMVCD): “…. call OCMVCD at (714) 971-2421 if you are bitten during the day by a mosquito.” 


To quote the OCMVCD further, “The Yellow Fever (and Asian Tiger) mosquitoes breed in small containers, particularly the types of containers found in residential yards. Early detection is critical to keep the mosquitoes from becoming established.” By removing standing water in containers and trays you can reduce the chances of a mosquito infestation near your home.  Do NOT over water your plants or garden.


The staff at OCMVCD suggested “Mosquito Dunks” as an effective biological mosquito control pesticide for areas of standing water.  Check garden centers for these Bacillus Thuringiensis subspecies Israelenisis (BTI) products.  Always read the label to understand the uses for which a pesticide is intended and follow the instructions for handling and applying a pesticide before using it.    For personal protection, mosquito repellants are available.


The City of Laguna Woods will be hosting a Town Hall meeting on the mosquitoes on Wednesday, March 30 at 10:00 a.m. at City Hall Council Chambers. It will be broadcast live on Channel 31 and will be re-broadcast on the following dates on Channel 31:

Gate 6 Temporary Closure

Gate 6 will be closed effective Monday, March 28, 2016 to Friday, May 27, 2016.


While this community improvement is being done, traffic will be blocked from entering and exiting the gate during the construction process. In the interim, Gate 5 will remain open 24 hours for access.


Please take necessary precautions when driving through construction areas, and plan accordingly when making trips in and out of the community.

Transportation and Vehicle Maintenance Manager Ralph Shafer is Retiring

Mr. Shafer began working for Village 34 years ago.  His first assignment was in the lawnmower shop.  He was promoted to vehicle maintenance, and eventually became responsible for purchasing and maintaining all of our vehicles.  When asked what makes him proudest, Mr. Shafer noted that he was able to obtain approximately $1.5 million from the Department of Transportation grants for the purchase of new buses. Mr. Shafer will be retiring to his Central American rancho, where he can spend the rest of his days lying in a hammock, enjoying the beautiful scenery and the wonderful weather.  After 34 years of service, he’s earned it.


Coyote Update


Five coyotes have been removed from Laguna Woods since January. Please call 497-0701 to report aggressive coyote behavior. Animal Control will continue to survey the community and identify areas that may need to be thinned out to discourage coyotes taking up residence.


What you must do to help: 

  • Obey leash laws
  • When you walk, walk safely
  • Keep cats indoors
  • Keep pet food and water bowls indoors
  • Do not feed wildlife
  • Pick-up fallen fruit
  • Report aggressive coyote behavior

Get to Know GRF Director Joan Milliman

GRF Director Joan Milliman, is a native Californian who has lived in the Village for eight years.  She brings a broad background to the board both as an educator and a business person.  Her business background includes work for an International CPA firm where she worked in Management Advisory Services and later ran her own business as an arts management consultant.


As an educator, Dr. Milliman has taught secondary, college, university and adult classes in various fields.   One thing she can do that is not known by many is that she can conduct an orchestra or choir.


Director Joan’s favorite pastimes include watercolor painting, reading and listening to books on tape, meditating, traveling and exploring new places.  She enjoys plays and concerts and also likes sports cars!  Her fantasy is to own and drive a yellow Lotus Elan.


A member of Kiwanis, the Cat Club, and AAUW, Joan has also been involved as an officer in Friends of the Village and the new Robert’s Rules Study Club.


Joan is the last of her immediate family but has a lifelong partner of over 40 years, several nieces and nephews and a dear sister-in-law.


She is most passionate about fighting injustices to both humans and animals.


As a board member, she investigates important issues by reading all the information she can get and by talking and listening to people, who are knowledgeable, for their input and possible solutions.


A good board member, she says, has the welfare of the entire community at heart and develops trust among fellow board members, management, and the residents through patience, and lack of hidden agendas.

Sub-Leasing to Continue in United

Fellow Lessors, we would like to stress that United will continue to sub-lease. An opportunity to get answers to sub-leasing questions will be offered at a Town Hall Meeting on March 31 at 4:30 p.m. at Clubhouse 3. Dispel myths and rumors by joining us; this is sure to be a spirited event.

The Board will be conducting a presentation on United’s sub-leasing policy and then answer questions from the audience. United’s legal counsel will be present. We want to clear up any misconceptions our residents may have about the current policy and proposed changes the Board is considering for sub-leases in the future.


All residents are welcome and encouraged to attend.


This Town Hall will not be televised live.


For residents who cannot make it in person, the meeting will be shown on Channel 6 at the following dates and times:

Common Property Giveaway

Two issues prevent United’s Board from giving away common property; Civil Code 4600 and United’s founding documents. It seems both require an affirmative vote of 2/3 of United’s Members to change these rules. There is some relief however. If the common area property you want to use to expand your unit is inaccessible (think, isn’t planted, mowed or walked on) and not of general use, members may request a variance. Forms are available in the Property Services office. United Board will be meeting with their attorney to again, go over the two exceptions to Civil Code 4600. This closed meeting is scheduled for April 14.


Solar Anyone?

United has just authorized $120,000 for Johnson Controls (JCI) to move forward with Phase 2 engineering; preparing an extensive engineering study on the use of solar and common area water heaters. At our Regular Meeting, we amended some portions of the JCI contract, but approved this program to move forward with the Phase 2 study by JCI. If the recommendations made by JCI are implemented, JCI projects saving the United Corporation millions of dollars in common area electricity costs over the next 20 years.

Budget planning is well under way for fiscal year 2017. Stay tuned for dates, times, and meeting locations over the next few months. Those planning to run for a Director seat for 2017 would find these meetings a valuable experience and an education. Now is the time to get involved!


Why 30/90?

United board voted for this administrative change last month. It is currently out for 30 day membership review before it is either adopted or rejected by the board. Our next meeting will be on April 12. Discussion of this administrative change will also be included in our Town Hall Meeting on Thursday, March 31, Clubhouse 3 at 4:30 p.m. Now, let me tell you a little more about this issue.


Personally, I would have liked 30/90, instead of being presented as a rule with an administrative fee, to have been presented as a suggested process, a service to ensure your application for sublease is processed so that your deadline and our ability to meet it coincide. I would like to see it given as a suggestion on how to get what you want when you want it. "Expect your lease application processing to take up to 30 days. To help the process be a success, whenever possible, submit your applications as far out as 90 days". Presented this way, the landlord knows in advance that it's up to him/her to act in a timely manner to get the expected results. Time-stamp every application and work on them in order of acceptance.


You may be asking why this process takes so long; Third Mutual is able to complete the same process in a few days or less?


The difference between Third and United Mutual, is that United actually owns all these properties.  We're forced into acting as Property Managers for them all! We do mostly all repairs (on unaltered units), maintain the grounds, pay some of their utilities, replace appliances, provide security etc. In the real world, the landlord (or the renter) would take care of all this and more. Because of all the additional services United incurs, as opposed to a real world landlord, the process is more detailed, both for us, as well as VMS.  United strives to insure a safe, worry free environment for all our residents, after all, the residents (especially our members) are our primary concern, and should be!


Finally, when you consider that VMS (our new PCM) is responsible to process our leases, as well as, care giver requests, make changes in how property is held, process the sale of units, and do the same for Third, one realizes that the process is indeed time consuming. If you question whether the time spent on these requests is of value, consider a renter can cost their landlord (United's lessees) a considerable sum to evict and our members may have to put up with the sub-lessee's antics until the process is completed. While most of our renters are top-notch, we know that renters evicted from other locations have applied to rent in United.


Don’t hesitate to weigh in on this item with your United directors. There is time to influence the vote, both pro and con.


This is not a simple process. Please bear with us as we investigate the issues, refine and re-present a product which we hope will meet everyone's needs.


New Faces

Brad Hudson, CEO, proudly announces that a Community Manager and IT Director have been selected and hit the ground running on March 14.

Lori Moss has been hired as the Community Manager and she will have primary responsibility for all major mutual initiatives.  This includes oversight to ensure projects are brought in on time, with quality performance, and hopefully under budget.  Lori will also oversee the Media and Communication functions in the Village.  Most recently she was the Community Development Director for the County of Sacramento and was the City Manager of the Cities of Murrieta and Canyon Lake.  She is an Economics and Urban Regional Planning Studies graduate of Indiana State University.  “Lori’s experience and skill set will be a tremendous asset to the Village,” says new CEO Brad Hudson.

Chuck Holland has been hired as the IT Director for Laguna Woods Village.  Chuck has over 25 years of technology experience, 20 of which in the HOA management industry.  His experiences have included financial software integration and management, and enterprise networking infrastructure and communications deployments.  Chuck started his technology career in the US Marine Corps and continued to expand his expertise in the hospital administration, real estate and HOA management industries. Most recently, Chuck was the National Director for Systems Integration at Associa where he led and managed three financial software deployments in less than a year.  He has a Bachelor of Computer Science, with an emphasis on Software Engineering and holds numerous certificates.  “Mr. Holland’s background, is ideal in helping us reach our goals of transparency, enhanced customer service and updated technology.” Said Brad Hudson, CEO/General Manager 

Hot Flashes: Third’s Topical Issues At-a-Glance

Dry Rot - Efforts in Third to treat the damage caused by the dry rot fungus are accelerating.  Two contractors have been approved to repair the beams affected by these nasty critters in the LH21 three stories buildings.  The three members from Third on the new Ad Hoc Committee are meeting with Maintenance and Operations staff to map out a comprehensive program to measure, and record the extent of damage in the mutual and to develop better methods to identify, treat and prevent this fungal invasion.  We are not going to let these bugs defeat us.


Split Rail Fences - There are miles of cedar split rail fences in the mutual and they seem to be failing at an increasing rate.  Our staff has come up with black locust as a replacement material which should outlast the cedar and blend in well.  A replacement plan is in the works.


Johnson Controls (JCI) - JCI has just about finished Phase 2 of their project to reduce energy usage and improve lighting in the mutual.  During the month, they presented workshops to the Board, staff and residents on the Technology, Financing, and Verification and Maintenance aspects of the project.  They are scheduled to present a detailed design, engineering and maintenance study in early April with detailed costs.  The Board will then decide if it wants to fund all, some or none of the program and go on to phases 3 and 4, which involve the purchase and installation of the equipment followed by the maintenance and monitoring of the installations.


Water News

As a result of the drought situation, we are focused on saving irrigation water. Fortunately at Third Mutual, we have recycled water at Gates 5, 6, 7, 8, and 10 areas. El Toro Water District will install recycled water pipe sometime this year at Gate 9 area. Gate 14 will be in the District’s third expansion phase. No recycled water is planned at Gate 11 area in the near future, so we have to do extra work to save water in Gate 11.


The steps taken by Landscape to cope with drought conditions include: 

  • Some sprinkler systems will be changed to drip or rotating types.
  • Residents are encouraged to reduce their turf. Some Gate 11 residents have already proposed to change their grass.
  • In certain common areas, there will be select places to reduce turf; the work is in progress.

Other water saving potential includes: 

  • A $40.00 rebate for installing new toilets with less than 1.06 gpf.  More information on this from Property Services.

Rats (the four-legged variety) are ubiquitous in Laguna Woods, and there is no practical or realistic means of exterminating all of them.   The primary thing we can do is to manage the rat problem by denying rats a food source.  Rats are attracted to the odors from pet food bowls left outdoors, garbage containers, compost bins and residue in uncleaned BBQ grills, vegetable garden waste and un-harvested fruits and nuts from trees.  There are rodent proof bird feeders available.  Do NOT spread bird seed on the ground. 

Rats can and do gnaw through wood, hard plastic containers and sheet rock to get at food.  If you need to store anything, particularly food products, in cabinets on your patio or in your garage or carport, use galvanized metal containers like galvanized metal garbage cans with lids.

Because the front teeth of rats are constantly growing they do munch on a multitude of things like wire, wood and yes, even Christmas wreaths, in order to "file their teeth."

We also need to deny rats’ access to shelter. It is important to remove potential hiding and nesting sites from around our manors and carports, such as debris piles.  Make sure to notify VMS if you have tree limbs or tall shrubbery near or touching your roof.  Rats can use these to gain access to your roof.  It is also important to make sure we repair and/or seal openings in our manors using durable materials, such as concrete, metal flashing, steel wool or quarter inch hardware cloth.   If you have a problem with rats or see rodent droppings in your attic, please call Property Services at 597-4600 and they will have pest control come out to your home. VMS staff will address any interior or exterior problems contributing to the problem.

Problem Resolution Committee Meeting  - If you need help with something that seems like a problem or could become one, attend the Third Board Problem Resolution Committee Meeting on the second Wednesday of every month in the Birch Room at 10:00 a.m.

Recyclables - You do not have to separate out newspapers from other recyclables.  It all goes into the recycling bin.

Finance Committee Summary

Through December 31, 2015, Third Mutual had a $2,416K operating surplus. Total operating expenses were $2,358K less than budgeted and $1,906K less than 2014. The $2,358K favorable than budget is primarily due to:

Water: $489K, from lowered consumption due to conservative watering schedules and conversion to efficiency of irrigation nozzles and other conservation programs;

Legal fees: $126K, from a legal settlement and lower legal expenses;

General Maintenance: $414K, mainly from less work performed on exterior paint due to extensive dry rot repairs.  The unfinished work will be carried over to 2016;

Community relations and financial services: $169K; from open positions and some positions filled at lower rate of pay;

Landscape & Maintenance: $1,012K, $390K credit was received for workers compensation after actuarial review of the outstanding liability.  Also, lower fuel costs and elimination or lower rate of pay for certain positions and open positions contributed to this savings.

Monthly Resales: Through February 2016, Third averaged 61 resales per month compared to 66 resales per month in 2015, 51 in 2014, and 70 in 2013 for the same two months.

Monthly Leasing: Through February 2016, Third averaged 1,659 leases per month compared to 1,731 resales per month in 2015 for the same two months.  The leasing ratio is 27.2% of total units.

Get to Know Third Director Bill Walsh

Bill and his wife retired to Laguna Woods in August of 2007 after spending 35 years in Seattle. Bill worked for the Boeing Commercial Airplane Company as a Programmer/Analyst for 30 years.  He grew up in the San Gabriel Valley and attended California public schools until his graduation from the University of California Riverside with a BA in Political Science. 

At the age of thirteen, Bill was smitten by the youthful dynamism of JFK.  When JFK and Sargent Shriver announced the establishment of the Peace Corps in 1961 he was hooked.

In 1968 he found himself working as a Peace Corps Volunteer in a Malaria Eradication program in West Malaysia.  He knows firsthand the negative impact that mosquitos have on human health.

After leaving the Peace Corps, Bill backpacked through southeast Asia from Bali to Nepal where he trekked 150 miles to see Mount Everest.  He has been traveling the world ever since. 

Bill was a performer in an Irish Step Dancing group.  He enjoys hiking, dancing, reading, film, music and live theater.  He exercises and stretches every day.  He is a member of the Energy club, Concerned Citizens, Baby Boomers and Film club.

Bill brings excellent Project Management skills to the Board acquired through 30 years of managing software projects for Boeing.  Bill feels that listening is the most critical communication skill a Director can have.  Ask a lot of questions and listen.  Bill continues to research new technologies that will help reduce energy costs in the community.

Welcome Prospective Residents and Realtors

The Towers will be hosting a Prospective Resident and Realtor Reception on Saturday, April 9th, at 12 noon.  If you’ve ever been curious about life at The Towers, come to this event and get all your questions answered!  Towers’ General Manager Katy Howe will be giving a brief presentation on life at The Towers, and there will be a panel of current residents available for questions.  Also, we’ll have free refreshments provided by our on-site dining service.  Then, you’ll have an opportunity to meet with realtors and tour available units.  Please RSVP by calling our Reception Desk at 949-597-4278.

Seder Dinner Tradition at The Towers

The Towers has a rich tradition of hosting a community Seder, a Jewish ritual feast that marks the beginning of the holiday of Passover.  On Saturday, April 23, a Seder dinner will be served for residents of The Towers and their families who will participate in the retelling of the story of the liberation of the Israelites from slavery in ancient Egypt.  They will read from the ancient text of the Haggadah which contains the narrative of the Israelite exodus from Egypt, special blessings and rituals, commentaries from the Talmud, and special Passover songs. 


They will join Jews all over the world by drinking the traditional four cups of wine, eating matzah and the symbolic foods placed on the Seder Plate, and reclining in celebration of freedom.


At The Towers, the community Seder dinner is planned as a group effort with activities staff, the food vendor, and residents who run the Seder dinner, including Board President, Ryna Rothberg.  The Towers has its own set of Haggadahs and Passover Seder Plates for the occasion.  Typically about 100 residents and family members attend the Towers’ Seder in Lortscher Hall.  The annual Passover Seder is one of the many ways that residents of The Towers celebrate the diverse cultures represented there.  The Seder is for Towers’ residents and their families by reservation only.


Board Meeting Update


The Mutual No. Fifty Board of Directors (the governing body for The Towers) held its open session meeting on Thursday, February 18th at 1:30 p.m.  The Board of Directors voted on several items, including:

  1. New Lortcher Hall Seating Rules (postponed for 30 days to meet Davis-Stirling Act notice requirements)
  2. Air Conditioning Pipe Repairs Laguna Woods Village Newsletter Content
  3. 2016 Board Election Schedule
  4. Request to Change Meeting Time of Security and Community Access Committee

The Mutual No. Fifty Board of Directors meets monthly on the third Thursday of the month at 1:30 p.m. at The Towers.  Meetings are for member-owners only and are closed to the general public.


Sunday Brunch at The Towers


A great opportunity to see what life at The Towers looks like is to attend one of the famous Sunday brunches. Typically, The Towers hosts a monthly brunch on the third Sunday. The two exceptions to that are Easter Sunday and Mothers’ Day. This year, our Easter Sunday brunch will be on Sunday, March 27. Brunch tickets are $22 and are all inclusive (tax, tip, and beverage). Brunch items include eggs Benedict, omelets to order, bacon, sausage, potatoes, French toast, pancakes, waffles, fresh fruit and salad bar, seafood bar, carving station, and coffee, tea or sparkling apple cider.
